Tpl. Osifuye A. Olufunmilayo is a trained professional Town Planner (Post-Grad Prof. Diploma) and Environmental Resources Manager (M.Sc). He started his career as a Technical Drawing Instructor in Lagos State in January 1988 and later transferred his service to Civil Service as a Town Planner in February 1992.
He rose through the ranks and is currently the director supervising the Regional and Master Plans Department in the Ministry of Physical Planning and Urban Development. He was decorated with an Outstanding Officer (senior category) in 2016.
In his career, Tpl. Osifuye has garnered experience as a seasoned planner of repute and public administration starting from Field/Monitoring officer, recommendation officer, and a district officer in almost all parts of Lagos State including the issuance of planning permits and as an overall development control manager.
He participated in the development and planning of various dimensions; of recent are the Epe, Ikorodu and Oshodi-Isolo Master/Model City Plans. Others include Agility Development Guide Plan, Ikoyi/Victoria Island Model City Plan, etc. He is currently supervising the review of Ikeja Model City Plan.
Tpl. Osifuye participated as a member on the Lagos State Committee on Policy Reforms on Physical Planning and Building Regulations in 2008, 2012 and 2016 respectively to evolve new Regulations for Physical Planning Permit Authority and Building Control Agency.
Tpl. Osifuye has a personal knack for technology/ICT; pioneering the digital storage of backlog approved building plan files and the establishment of the automation of planning permits in Lagos State.
At the Institute front, he served both at the State and National levels as an Ex-officio and later auditor of the Lagos State Chapter as well as the National Publicity Secretary (2006-2008). He is a Fellow of the Nigerian Institute of Town Planners.
He has produced the Maiden and 2nd editions of the NITP Membership Directories and participated actively in computerizing the national secretariat by hosting the Institute’s website/portal and t branding of the new Institute’s logo.
A lover and supporter of education, Tpl. Osifuye dedicated his time to coaching no fewer than 60 students for various stages of NITP/TOPREC Professional examinations. He was later appointed by NITP/TOPREC as a Dissertation Supervisor.
Tpl. Osifuye did not limit his horizon to Nigeria, he was participants at various International Professional/allied fora, workshops and events viz Commonwealth Association of Planners/South Africa Planners Institute (SAPI) Conference; other events are World Urban Fora; World Global Spatial Data Infrastructure Conference in Rotterdam; World City Summit in Singapore and as an Invitee to Partnership for African Social and Governance Research (PASGR.org), a UK-AIDS-sponsored programme Workshop on “Urban Governance and Turning African Cities Around”.
He served both the Director of his department and the General Manager. During which time, he took an active interest at preparing ‘technical briefs’ that was adopted by the Ministry of Justice in legal litigations on behalf of Physical Planning and Urban Development which undoubtedly spurned him to enroll for his LLB programme.
